Health care and education were weighted most heavily in the survey. The great state of Florida ranked 25th in health care, 3rd in education, 8th for the economy, 20th for infrastructure, 33rd for the opportunity, 8th for fiscal stability, 26th for crime, and 18th for the natural environment.
