What Is the Weatherization Assistance Program?


The Weatherization Assistance Program (WAP) is a federal program designed to help low-income homeowners improve energy-efficiency levels in their homes. Funding for this program is granted to states; state agencies, in turn, partner with local lenders to review applications.

Who Qualifies for WAP Assistance?

Any household with an income of up to 200% of the federal poverty standard can apply for assistance from the Weatherization Assistance Program. In Tennessee, a single-person household must have an upper-income limit of $25,550 to obtain assistance. If more than one person lives in your home, add an additional $8,960 per person to see if you meet income qualifications. Those receiving Supplemental Security Income (SSI) or Temporary Assistance for Needy Families (TANF) automatically qualify for weatherization assistance.

You may qualify for priority service if you have a young child, disabled individual, or individual over the age of 60 living in your home.

What Forms of Weatherization are Covered?

The services you will receive under the WAP program vary. If you qualify for assistance, a certified energy auditor will assess your home and then recommend site-specific weatherization measures to meet your exact needs. Common measures include:

The Tennessee Housing Development Agency (THDA) manages WAP assistance for state residents. The agency, which was founded in 1973, also offers other forms of assistance to low-income homeowners, including:

  • Tennessee Repair Loan
