MPs are seeking views on draft leasehold rules ahead of an inquiry into the reforms.

The Housing, Communities and Local Government committee has launched an inquiry into the draft Commonhold and Leasehold Reform Bill, with evidence sessions set to begin in early March.

As part of its scrutiny of the Bill, the committee is asking for stakeholders to answer a number of questions in written submissions by February 25.

It is inviting homeowners to respond to an online survey.

The HCLG committee’s inquiry will examine how far the draft Bill meets the government’s own policy intentions, including its promise to “bring the feudal leasehold system to an end”.

It will look at how far the reforms will go to strengthen leaseholders’ right and how proposals for commonhold would work in practice.

HCLG committee chair Florence Eshalomi says: “For too many leaseholders, the dream of home ownership has turned into a nightmare as they’ve faced soaring ground rent hikes and unreasonable fees.

“As a committee, we are determined to do all we can in examining the detail of the draft Bill to ensure this legislation is effective.

“We want our work to help ensure the government is well placed to introduce the legislation to Parliament as soon as possible and finally deliver the necessary reforms for long-suffering leaseholders.”
