Whistleblower complaints jump by a quarter: FCA Mortgage Strategy

The Financial Conduct Authority received 315 new whistleblowing reports about wrongdoing inside firms in the second quarter of the year, up 25% on a year ago.  

The body says the reports its whistleblowing team received between April and June, contained a total of 1,130 allegations. It adds that complaints lifted by 12% compared to the first three months of 2025.

The top four breaches concerned compliance, with 199 allegations, fitness propriety, 162, culture of organisation, 147 and Consumer Duty, with 98 allegations. 

The City regulator added that it also closed 350 whistleblowing reports in the period. 

The body’s actions included: 

  • Significant action to manage harm in 8 reports, equal to 2.3% of cases, – this may include enforcement action, a skilled person’s report, or restricting a firm’s permissions, or an individual’s approval 
  • Action to reduce harm in 147 reports, 42% of cases, – this may include writing to or visiting a firm, asking a firm for information, or asking a firm to attest to complying with our rules 
  • 181 reports, 52% of cases, informing our work, including harm prevention, but no direct action 
  • 11 reports, 3.1% of cases, not considered indicative of harm, but the information was recorded and will be available for future reference 

The regulator says it accepts contact from whistleblowers by telephone, email, our online reporting form and post. 

The FCA board adds that it “remains fully committed to ensuring that whistleblowers, whether internal or external, can have the fullest confidence in the secure and appropriate treatment of themselves and the reportable concerns which they bring to the board’s attention”.
